Instructions to Document Verification Centers:
1. Total One hundred twenty nine (129) document
verification centers have been designated in the state of Uttar Pradesh.
A list of these centers along-with name and contact details of contact person are available on the website www.upsee.nic.in.
Digital Signatures:
2.Each document verification centre must identify 10-12 counselors who will be deputed exclusively for the work of document verification.
3.IT IS COMPULSORY FOR THE COUNSELLORS TO OBTAIN DIGITAL TOKENS/SIGNATURE WELL BEFORE THE START OF COUNSELLING.
4.The procedure for obtaining digital signatures is available on the website www.cca.gov.in.
The list of CA’s authorized to issue digital signature is also
available on the web site. The institute/counselors may choose a CA as
per his convenience.
5.Setup and usage of digital signature certificate must be exercised well before the counseling.
6.The
exchange of digital signature tokens is strictly prohibited. Each
counselor must his own token for processing of the job of certificate
verification. The counselors must not take any leave or remain absent
during the verification period.
Help Desk:
7.Each
document verification centre shall have a designated desk called ‘Help
Desk’ equipped with a computer with internet connectivity and telephone.
The contact detail of help desk shall be sent to the University control
room before the start of the counseling.
8.The
‘Help Desk’ will help the students in clarifying doubts of the
candidates on counseling procedure. Canvassing in any form regarding the
candidate’s choice for a particular course or for an institute is
strictly prohibited. Candidate must make his/her choices without any
influence.
9.EACH
DOCUMENT VERIFICATION CENTRE IS EXPECTED TO PROVIDE GENERAL FACILITIES
TO CANDIDATES/PARENTS SUCH AS WAITING HALL, DRINKING WATER, WASH ROOMS
ETC MAINATAING MINIMUM LEVEL OF HYGIENE STANDARDS.
Document Verification:
10.At
least eight (8) counters equipped with computer, printer and internet
connectivity will be set up at a place that is convenient for forming a
queue of around 8-10 candidates.
11.EACH COUNSELOR MUST STUDY AND UNDERSTAND THE
VARIOUS CERTIFICATES REQUIRED FOR DIFFERENT CATEGORY OF STUDENTS. A LIST
OF VARIOUS REQUIRED DOCUMENTS/FORMATS REQUIRED IS GIVEN IN THE
INFORMATION BROCHURE.
12.All
centers are expected to use a mechanism of issuing a token for crowd
management/for sequencing of candidates to ensure candidates are
entertained on first come first served basis. In case if the number of
candidates is large, beyond the capacity on a given day or time the
centre candidates may be advised to go to other centers.
13.EACH COUNSELOR SHALL PREPARE A SEPARATE FILE FOR EACH CANDIDATE. ALL DOCUMENTS PERTAINING TO THE CANDIDATE
MUST BE KEPT IN HIS FILE. THESE FILES WILL BE
RETURNED TO THE UNIVERSITY AT THE END OF COUNSELING. ALL SUCH FILES MUST
BE KEPT IN A SAFE CUSTODY.
14.Each
such file shall have a name of the candidate, category, combined general
rank, category rank on the front page. The sample of first page may be
obtained from the University.
Canvassing:
15.The Director/Principal of the college or In-charge
of counseling at document verification centre will ensure that no
candidate is given any type of unsolicited advice on candidate
preference for a branch or institution or ranking of the institution.
16.Display
of any slogan/poster/banner bearing that may influence candidate’s
opinion about a particular institution is strictly prohibited.
Observers:
17.University will appoint one or two observers at each document verification centre.
18.The
observers will provide all possible help to the document verification
centre for smooth conduction of the process. The verifications centers
would be expected to cooperate with the observers for smooth operation
of counseling.
Training of Observers/Counselors
19.University
will organize a training session for counselors and representatives of
document verification centre before the counseling.
20.During
the training, the observers/counselors will be exposed to the usage of
software for document verification, steps to be taken in change of
category due to non availability of required category certificate,
withdrawal of weightage, counseling process, formats and other requirement of documents etc.
Choice Filling:
21. Each verification center is expected to reserve at-least 15-20
additional computers with internet connectivity and printing facility;
preferably, in a computer laboratory of that institute. Though, the
candidates have been instructed to do choice filling at home, however,
if a candidate find difficulty in doing so, such candidates may be given
a desk at designated place in the Institution (Verification Centre) for
choice filling.
